Trying to keep the terminology as basic as possible to help beginning photographers improve. Have any other tips besides the ones listed? Post them!

1.) If the composition isn't good and there are a lot of distractions, a tip that I had received when first starting out was to look though the viewfinder as if it was the final print. Having that sort of mentality should help you improve in your compositions. 

2.) Look at the subject in the photo. Is it interesting? Is it of something that everyone makes a photo of? If you're not liking your photo because of the subject, it may either be not interesting or is interesting, but with bad composition.

3.) Bad lighting. An underexposed photo will almost always seem dull. Only underexpose if you know what you're doing and are doing it to achieve a certain feel to the image. The same with overexposed images, except they will be too bright and washed out.

4.) Photoshop is your friend. Most professional prints are processed. Even back in the film days. (Of course in the film days, Uriah!) Don't go overboard with your processing, but a bit of cropping and color adjustments can go a long way. Sure, you can get great photographs without processing, and you should! Processing makes them that much better though.

5.) Planning. Plan your photographs. Plan the lighting, composition, everything, before you even press the shutter.

6.) Invest in a DSLR (Or SLR) and learn how to use it. 

7.) Use a tripod. This comes without having to say, but a sturdy tripod can eliminate camera shake.

8.) Do not center your subject. Rules are meant to be broken and this is one of them, but this is one of those rules that you should almost always follow unless you know what you're doing.

9.) Horizon line, make sure that your horizon line is straight, again, unless you know the type of look that you are going for. 

10.) Flower photos. Sure, flower photographs can be beautiful, but everyone does them when they are first starting out. They tend to be bland and not interesting. You really need to use your imagination to be able to make the ordinary flower photograph interesting.
